The National Park Service uses the ADA as the reference for the access pass. Anyone with a physical or mental impairment that substantially limits one or more major life activities can receive an access pass. A veteran can provide a disability letter or can self-verify a disability.
You can get the pass in person here or pay a fee of $10 to and submit a paper application via mail. Details for that here.
